It is established that in the investigative department for Novomoskovsk of the investigative department of the Investigative Committee of Russia for the Tula region, an inspection was carried out in accordance with Articles 144, 145 of the Criminal Procedure Code of the Russian Federation on the death of Koroleva O.A., born on 30.06.1978, according to the results of which a resolution was issued on 13.07.2022 to refuse to initiate criminal proceedings on the basis of paragraph 1 part 1 of Article 24 of the Criminal Procedure Code of the Russian Federation due to the absence of an event of crimes provided for in Part 1 of Article 105, Part 4 of Article 111 of the Criminal Code of the Russian Federation. This procedural decision was recognized by the regional prosecutor's office as legitimate, there are no grounds for its cancellation.
An earlier inspection conducted by the prosecutor's office of the city of Novomoskovsk to the state department of health "Novomoskovsk City Clinical Hospital" (hereinafter – the state department of health "Novomoskovsk City Clinical Hospital") revealed violations of the requirements of federal legislation related to failure to inform the internal affairs bodies about the fact of admission to the hospital by Koroleva O.A. with an open craniocerebral injury. In order to eliminate them on 19.09.2022, the deputy of the Novomoskovsk city prosecutor to the chief physician of the state health department "Novomoskovsk City Clinical Hospital" submitted a submission, which was reviewed and satisfied, 2 officials were brought to disciplinary responsibility.
At the same time, there are no signs of any crime in the actions of medical workers of the state department of health "Novomoskovsk City Clinical Hospital", there are no grounds for conducting a pre-investigation check against the latter.
