This publication has never been used as a variant of the appeal (public) or an attached to the appeal. These are thoughts out loud. Therefore, in the restored publication there are corrections, additions, clarifications, comments, etc., which are missing in the original version. There is no point in restoring it to the original (but anyone, who speaks Russian can get acquainted with the original and compare), because it is working, and it makes sense to restore it as a finished publication (as of September 12, 2022, I still lacked the necessary base of arguments and evidence, although much has already become clear). In general, the following text is the original publication, but in other words.

Putin’s Russia is a phenomenon. This journal has been around for many months. It appeared after the death of my sister by Koroleva O.A., to whom it is dedicated. It is not news, not entertainment, it is solely for the memory of a person, his creative work, and about himself as a Personality (extraordinary and with a capital letter), because it needs to be left somewhere for memory. It is not from a good life, that many things happen, including in a journal, like all sorts of Kuzmichevs, etc. But, we live in a putin’s Russia, which is not at all about the blessed Putin V.V. (and administration his), but about the 140 million people, many of whom represent a separate subject of conversation as personality (these with a small letter). It is possible to sum up some results, what is the putin’s Russia as a phenomenon.
1. More than six months have passed since August 2022, during which time I have not received a single comment. After that, it is clear, why no writer in the Russian Federation publishes chapters of his work for general access in a draft (or any other) version. It doesn’t make sense, it’s easier and faster to write a clean version and dump it on the counter. Because otherwise, he will not receive any feedback (who and what does not like, where and what to rewrite, add, remove, comment and explain, etc.). No author is interested in enthusiastic snot and drool (although it may be interesting to someone). The author is interested in criticism — I didn’t like it, and then the arguments where and what. I didn’t understand — further arguments where and what. This is a phenomenon, that is absent as a phenomenon in the putin’s Russia. It is absent in any creative spheres, because any literary (and other creative) activity in the Russian Federation has only commercial meaning. There is no other meaning in literary (and other creative) activity in Russian. Russian ethnos (and hence the Russian language) is creatively dead. Yes, this can be judged by other signs (lack of ability to assimilate other people’s words, for example), but personal experience is personal experience. This was noted in the original publication dated September 12, 2022. Over the next few months, the conviction only grew stronger. However, it is no longer relevant about the Russian language, because literary and scientific creativity has left for English.
2. The second follows from the first. It is enough to run through popular journalistic resources, where the Russian language is used, to conclude, that this is shtetl trash, which self-respecting scientific or publicistic journal will not publish. Most of the publications are not for all times, but only for a couple of days, after which no one will read it, even in putin’s Russia. These are just hangouts by the name of the ordinary author (including the author’s shows on the federal channel or in another video format). What’s the point, if don’t discard commerce? Is this shtetl trash interesting to someone outside of the putin’s Russia? Is someone in a hurry to translate or learn Russian to read / watch in the original? If talking about commerce, is this trash able to conquer the minds and hearts of millions, to make the author rich and happy through export to the foreign market (foreign-language audience)? No, no one in the world will not learn Russian to read this trash in the original. No one will not read it even in their own languages, and even in Russian, this trash is not interesting to anyone. And what’s the point, if discard commerce? Just to give opinion? It turns out, what so. This is precisely an opinion, it is not supported by anything, and no one is not trying to supported by something, including because no one is not interested in it. This is not analytics (which requires the ability to reason, collect and systematize facts, etc.) and not propaganda (which requires consistency, propaganda apparatus, the subject of propaganda as a set of desired actions, etc.), these are rumors, quotes, gossip, slogans, myths and other handicrafts, distributed by shtetl «intellectual», garage «wiseacre» and «experts» of the kitchen level. Only the scale differs, the author has a larger audience on the federal channel, than the author somewhere on another resource, but the meaning is the same, this is a private opinion (or a hangout) of the author’s name. And I’m not surprised, that copyrights are ignored by resources. There is an author, there is his publication, but can not remember about copyright (chapter 70 of the Civil Code of putin’s Russia), because, in addition to intellectual property, there is also intellectual value. Which is so pathetic in quantitative definition, that the author’s name becomes more important, than the title of the work. Do not difficult to say, which intellectual value has a shtetl product, who will refer to this trash, and who is interested in it at all, except the Russians themselves, it is enough to look at its competitiveness relative to foreign-language authors. But if an intellectual product is uncompetitive at the global level, then at least it can be in demand on the domestic market, including natural monopoly (the only available language, often Russians even own language know poorly, owning another one for most is a luxury, that is not affordable in the intellectual sense). But this is not an indicator of the quality of the product, since there is an intellectual level of the audience, which may not be able to digest and assimilate something, that is not an intellectual surrogate.
If so, then there is no point to writing in Russian, because there is no necessary audience (addressee). But if so, then there is no point to learning Russian, because Russians do not offer any other product, than intellectual trash. To what? Understand the contents of federal channels, kitchen-level texts, driveway gossip, deeply secondary works of art, «scientific discoveries» of yellow color, etc.? It’s even not funny. Therefore, there is no point in spreading the Russian language (and the number of native speakers is rightly reduced by language assimilation). As a result, Russians are already in the position of small nations and their languages. Surprisingly, it is. There is no point in writing a scientific article in Tatar, Chuvash, Mari, Udmurt, Chechen and other languages, there will be no one to read it (digest and assimilate), it will not have value due to lack of demand, but similarly there is no point to writing it in Russian. But if so, then the same thing will happen to the Russians (and the Russian language), that happened to small nations, where a person with pronounced qualities learn Russian and enriched Russians, i.e. the washing out of the ethnos of everyone, who represents at least something, that exceeds the average level. Shtetl writers, publicists, etc. will remain, as they are even now in small nations, but this is not the world, or even the federal level, for someone to start learning the languages of these small nations, they themselves learn the languages of other nations in order to realize themselves. For the Russian ethnic group, putin’s Russia and its integrity, everything will happen similarly. This was noted until October 18, 2022.
3. The third follows from the second. It can be concluded, that the ideology in putin's Russia is militant unprofessionalism. Because professionalism requires a certain minimum intellectual level, which is not in putin's Russia in the right quantity. As a result, it is very difficult to understand, where the official discrepancy ends and the Criminal Code of the Russian Federation begins (the commission of a crime). So much, so that a number of acts with signs of a crime even are not considered as a criminal offense — "what's the big deal here", "everyone does this", "otherwise half of the city, region or country will have to be sent to prison", etc., i.e. this is a mass phenomenon. And this does not remove the fact of criminal acts, committed by officials.
It also turned out, that in putin's Russia, the burden of proof lies solely on the victim. Even not so, the very burden of investigation, collection of evidence, incriminations and other things. Which is logical, if take into account the militant lack of professionalism of law enforcement agencies, that are not able to do it themselves. The victim himself must solve the crime, collect the evidence base, but even in this case, no one guarantees him anything, because again there is an ideology of militant unprofessionalism. Law enforcement agencies even in snot do not know, what an inquiry is and how to conduct it (except for torture — the queen of evidence), how to expose lies, etc. Not just, because they don't want to (and this is also present), but they don't know how. There are investigators, but there is no ability for logical thinking, analysis, etc., there are norms of the Criminal Procedure Code of the Russian Federation, but who has read about them, that the crime scene must be preserved intact in order to preserve the picture of the crime. With such introductions, the only way to comb the disclosure is simply not to register anything. Therefore, even the burden of investigation, collection of evidence, incriminations and other things does not make sense, because it is impossible to prove to a moron, that he is a moron, because he is a moron, he will not understand the arguments (and even does not know the word). In other words, it is useless for a law enforcement agency to explain, what this or that evidence means. Which is logical, if he understood this, he would have collected the evidence himself, and if he can't, then he can't understand either. This is regardless of corruption and criminal activity of the law enforcement agencies themselves. And, since we are talking about a phenomenon (the intellectual level of "dear Russians"), this conclusion can be extended to all public institutions. Intelligence officers, who do not know, how to do intelligence, the army, police and law enforcement agencies, courts, legislatures, science, art, etc. And a small comment, militant unprofessionalism is aggressive unprofessionalism, that is, not only a low intellectual level, but also intolerance (contempt, desire to ridicule, humiliate, and in special cases just aggression) to those, whose intellectual level is higher. In general, this was also noted in the original publication of September 12, 2022.
4. There are human rights organizations in the Russian Federation, but they are of zero use. One of them wrote, that if law enforcement officers beat you, that's when. People don't know, that such things need to be proved. They don't know, who will have to prove them (and how useless and pointless it is). It's easier to explain to a moron in a medical sense, why shouldn't walk under himself. All other human rights organizations are just for show. In general, the reason is both in the system of protection of rights and law enforcement practice (where reigns criminal activity of officials and militant unprofessionalism), and in the human rights defenders themselves, who do this for a living (as writers, etc.). This was noted in the original publication dated September 12, 2022.
5. There is no supervision as an organized phenomenon in the Russian Federation. Russian society is extremely bestialited and is not civil, i.e. it has criminal, not legal thinking. Public institutions are filled with members of society, because there is no one else. As a result, institutions are criminalized, including law enforcement agencies. If some body does not simply fail to fulfill its duties, but is also openly criminal, then there is no one and nothing to bring such a body to criminal responsibility, due to the monopoly of this body on bringing to criminal responsibility. There is a higher authority, but it sends appeals back to the criminal body, where verification is carried out by the forces of the criminal body itself, which emphasizes the monopoly. The prosecutor's office has no investigative powers, it is militantly unprofessional and criminalized, and parallel investigation is not practiced in putin's Russia (which is surprising for a state, that positions itself as a legal one, but putin's Russia is not a legal one, and not a state at all, as it turns out later on September 12, 2022). As a result, each organ turns out as if by itself. Its employees cannot be brought to criminal responsibility, because they will have to be brought to justice by the forces of these employees, which is nonsense. No one law enforcement officer, having committed a crime, will not initiate a criminal case against himself.
It can also be concluded, that there is no parallel consequence in putin's Russia. There is an uncontrolled (due to lack of supervision) monopoly of the authority — this is a fact, that is enshrined in the laws of putin's Russia. A crime can only be investigated by a monopolist body (its employees). There are no checks and balances in such a system, and there cannot be any, as this negates monopoly. Each body has a certain set of crimes, which only this body can investigate. If employees of the body have committed a crime, then only employees of this body can conduct an investigation (including geographically at the place of commission of the crime according to the federal law "About the appeal of citizens ..." and its derivatives), i.e. conduct investigative measures against themselves. Thus, the federal law "About the appeal of citizens ..." turns any head of law enforcement agencies into a non-judicial one, i.e. puts him above the law and turns him into a "source of law" (interpretations of the law, articles, regulations, etc.). Therefore, officials wanted to piss on some Putin V.V. (and his administration), on their "higher" leadership, etc. There is no place for any subordination in such a system, and therefore such a system cannot be called authoritarian. On the contrary, the authoritarian intervention of a "superior" person is a violation of the monopoly of a "subordinate" person on the right to commit a crime with impunity, which is "criminal" (bringing to justice for a crime committed by a leading person, as well as an attempt to monopolize the interpretation of the law, articles, regulations, etc., expertise / expert opinion and the decision taken) including and according to the laws of putin's Russia. If otherwise, the authoritarian intervention of a "superior" person is a violation of the monopoly on the power of a "subordinate" person. This is also emphasized by official judicial practice, where the court, according to the Code of Criminal Procedure of the Russian Federation, can cancel the decision, but does not have the right to make a decision itself, the court returns to the monopolist for the decision (i.e., the decision, made by the head, can only be changed by the head). Can such a system be called democratic or authoritarian? No and no. If we assume, that the state is a monopoly on power, which requires carriers of such a monopoly, then neither the legislative, executive, nor judicial authorities (their representatives) in putin's Russia are not carriers of power. If we assume, that the state is a combination of legislative, executive and judicial power, then putin's Russia is not a state at all. This yet has not been noted in the original publication of September 12, 2022, everything happened later. But on August 17, 2022, this was explained to me by one of the real carrier of power in putin's Russia, Karputin I.D. Did not deceive..
